Arthur Stokes was a fellow councillor and peer of Alf Roberts, who called to look at Betty Turpin's cabinet with a view to purchasing it in 1977. Betty had asked Alf to be present to ensure she would not be swindled by any potential buyers, but Stokes assumed they were an item and took great pleasure in teasing protesting Alf.

The following year, Stokes was one of the councillors who voted against Len Fairclough's bid to stand in the next election.
