Frank Bell was the husband of Margaret Bell and son-in-law of Don. In June 1988, Frank was in attendance at Don and Ivy Tilsley's nuptials at St. Luke's Church, along with Margaret and Don's acerbic mother Bridget.
While the congregation awaited the bride, Frank and Margaret contended with Bridget's usual barrage of complaints, this time regarding Don's choice of Jack Duckworth as best man on account of his dreadful "Vince St. Clair" outfit, which he'd been forced to wear after losing his new suit on Don's stag night. Suggesting that Frank would have made a better best man, Bridget questioned him on whether he and Don had had a falling out. Margaret assured her this wasn't the case and told her politely to "shush", which was unappreciatively received by the old lady.
- Frank was a non-speaking and uncredited part.
